Spring Valley, CA   Shortly after 10:30pm two people were rescued by fire department personal after the BMW they were in was trapped by three feet of rushing water on Quarry Rd.  The car was stuck after driving into a dip that regularly floods out and had barricades in place and drop down crossing arms similar to that of a railroad crossing that activate when 6 inches of water is in the dip.  The incident is under investigation by county roads and CHP to determine if the sensors were working correctly.   Listen to CHP audio here
